Individual arrested and charged after committing a sexual assault on a stranger

The Kingston Police Sexual Assault Unit have made an arrest in a stranger sexual assault as well as other offences which occurred on May 2, 2024, in the City of Kingston.  

 

On May 2, 2024, the now accused male arrived in Kingston via bus near Division Street and Highway 401. He immediately committed a minor theft at a gas station in that vicinity, and then boarded a taxi to transport him to the area of two local shelters. 

 

Once there, the accused approached an adult female in the area of Montreal Street and Railway Street, and then sexually assaulted her. The accused then re-entered the same taxi, eventually being dropped off at the bus station on John Counter Boulevard, where he refused to pay for the fare before returning to the Greater Toronto Area.

 

After a detailed investigation, Ossa FISHER, a 46-year-old individual from the Greater Toronto Area, was properly identified and arrested. He was subsequently transported back to Kingston for a bail hearing, which occurred on June 6, 2024.

 

On the date of the offence, May 2, 2024, the accused was serving four separate probation orders and before the courts for two other separate sets of criminal charges for which he was on a release order from the courts.   

 

From these incidents in Kingston, FISHER is now also facing charges of sexual assault, theft under $5000, obtaining transportation by fraud and four counts of breach of probation.
