24-20285

On June 19, 2024, at approximately 3:45 p.m. a pedestrian was walking on Princess Street in downtown Kingston when they were approached by the accused near the intersection of Division Street.

The accused spoke to the victim indicating that they wanted the hat that they were wearing. The victim attempted to walk away however, the accused then removed the hat from their head and threw it on the roadway. The accused then told the victim that if they retrieved the hat from the roadway that they would slit their throat.

The victim quickly retrieved their hat and continued on their way before any further incident could take place. A short time later the victim was walking back down Princess Street when they observed the accused for a second time. The victim observed that the accused now had a large knife in their hand. The accused reminded the victim that they would slit their throat prior to blocking them from passing on the sidewalk. The victim quickly crossed the road and called police for assistance.

Almost simultaneously, the downtown beat officer was driving through the intersection of Princess Street and Division Street when they observed the accused standing in the roadway acting erratically. The accused observed the approaching police cruiser and immediately retrieved the large knife from their pocket and began to make aggressive gestures with it toward police.

The officer exited their vehicle and made requests for the accused to drop the knife. The accused then placed the knife on a nearby railing, although still within reach. The officer observed several knives and scissors on this same railing and requested that that the accused step away from the weapons. The accused refused to comply with police directions.

Additional officers from the General Patrol Division quickly arrived on scene to assist and, following a brief altercation with police, the accused was taken into custody. Throughout the arrest process the accused had refused police commands, yelled obscenities, and was aggressively resistant.

The accused was subsequently transported to police headquarters where they were held to attend a bail hearing the following day.

A 36-year-old local individual was charged with robbery while using threats of violence, uttering threats to cause death, possessing a weapon dangerous to public peace, resisting a peace officer, causing a disturbance by yelling, and two counts of breach of probation.
