Joint Forces Commercial Motor Vehicle Enforcement Blitz in Kingston

On June 26, 2024, both the Kingston Police Traffic Safety Unit and Ontario Ministry of Transportation officers conducted a Commercial Motor Vehicle (CMV) enforcement blitz in the City of Kingston, leading to multiple charges and various trucks and trailers being taken out of service.

A combination of eight officers between the two services located, stopped, directed, and inspected 21 commercial motor vehicles over the course of the day. At two locations within the city, a combination of 16 Level I (CVSA North American Standard) inspections and five Level II (walk-around driver/vehicle) inspections were conducted. Out of these 21 inspections, a total of nine vehicles were taken out of service, meaning they could not be driven on public roadways until major defects or documentation could be addressed. This resulted in an Out of Service (OOS) rate of 43 percent.

The issues and defects found included: load security, equipment, weight, brake adjustment/components, suspension, tires, trip inspections, registration, insurance, PMCVI (Periodic Mandatory Commercial Vehicle Inspection), and CVOR (Commercial Vehicle Operator’s Registration).

A total of 19 charges were laid, predominantly under the Highway Traffic Act and the Compulsory Automobile Insurance Act, including one Summons for permitting the operation of an unsafe motor vehicle. Two licence plates were also removed to be returned to the MTO.

During the upcoming summer months, additional CMV enforcement blitzes will continue to be coordinated over the Kingston area and East Region, thanks in part to the strong partnerships between Kingston Police, Ministry of Transportation, Ontario Provincial Police, and other local municipal police services.
