Keen eyed officers arrest individual prior to introduction of drugs into a local CSC institution

On March 31, 2024, at approximately 1:30 p.m., frontline officers from the General Patrol Division were in the area of Bayswater Place south of Bath Road when they observed a lone individual exiting from a wooded area to the west. This individual was carrying a bag and upon seeing the officers they immediately dropped the bag and began to run toward Bath Road.
Recognizing that this was a known location for drone activity in relation to Collins Bay Institution, police caught up to the individual and placed them under investigative detention. Police retrieved the bag that the individual had discarded, and a drone was discovered inside along with a large package wrapped in tape with a sting attached to it. The accused was subsequently arrested.
Further investigation revealed that the accused had previously been arrested in Kingston in February 2024 for similar offences related to attempting to introduce drugs into a Correctional Services Canada site via the use of a drone. The accused had subsequently been released on numerous conditions including to not be in possession of any drones or unlawful drugs. The accused was also to remain at least one kilometre away from any Correctional Services Canada sites. The incident on this date had taken place within that specified radius.
The accused was transported to police headquarters where they were held to attend a bail hearing the following day.
Police processed the large package that had been discovered inside the discarded bag and located approximately 204 grams of cannabis and 387 grams of tobacco.
Lionel PIERRE LOUIS, a 24-year-old individual from Quebec, was charged with mischief endangering life, possession for the purpose of selling, possess illicit cannabis, possession of cannabis for the purpose of distributing, and five counts of failing to comply with a release order.
