Two individuals arrested in relation to throw over at Collins Bay Institution.

On August 15, 2024, at approximately 8:35 p.m. police responded to the area of Front Road at Days Road in relation to a report of a suspicious individual dressed in black carrying something through the field at the rear of Collins Bay Institution.

Officers searched the area, but initially no one was located. Officers remained in the area and eventually observed an individual matching the initial description emerge from the field area on the north side of Front Road.

A subsequent investigation revealed the individual was in possession of multiple packages which contained several smaller packages within. Further investigation led to the discovery of the involvement of a second individual who was parked in a nearby parking lot.

A 19-year-old Toronto individual was arrested and charged with mischief endangering life, conspiracy to commit an indictable offence, possession of cannabis for the purpose of distributing, trespass at a penitentiary and have face mask/disguise.

A 21-year-old Toronto individual was arrested and charged with mischief endangering life, conspiracy to commit an indictable offence and possession of cannabis for the purpose of distributing.

Both individuals were transported to Kingston Police headquarters and held for a bail hearing.

In total, officers seized a quantity of marijuana, tobacco, two collapsible knives, two cellphones, four charging cables, one charging block, and one sim card. The total institutional value of these items is approximately $41,000.
